Well, this may or may not be helpful to you in terms of implementing
a similar system, but the spec document for the latest version (2.6)
of Achaea's mobprogs can be found at:

I don't know anything about MERC muds really, so I'm not sure if our
mobprog language is better or worse than theirs, but have a look.
