Not so sure about that.

First, Dungeon Siege's tools are nearly unfit for human consumption.

Technically Vampire beat out DS and NWN both, but tools like that
are the same as not having any tools at all.

Second, NWN shipped its tools before DS did - of course NWN wasn't
out yet, so you couldn't play any of the mods you made with those
tools, but you *still* can't play any mods made with the DS tools.
