I disagree with your view that PvP is the content. I would say that
players fighting other players can be part of the story line during
an event that is going on but if the only goal is to kill the red
guys, that's not much content in my book.

I would say that a good example of ways to work the PvP into
content, would be to have two competing factions going after the
same goal and needing to defeat the other to win. In this case you
have PvP while still working to further a story line.
