This can be limited by making some of those assets fall under the
control of orgs. For instance, if the property is owned by a
city-state, they can repossess it and free up the asset to be taken
over by someone else. In the IRE games players can own shops in the
cities. These shops are taxed. Some cities have fairly complex
merchant codes. If you don't pay your taxes or you violate the codes
the city can just take your shop over and sell it to someone
else. This is useful for players that go dormant or those that are
sponges and want to own shops but don't have the time/energy/desire
to do anything with them.
