Actually Tdome X (tdome.net 3939) has had a system like this for a
few years. It only applies to individuals, rather than the capturing
an enemies army example you gave. It is primarily used as a
replacement for PK-safe rooms, so if you attack someone in town a
guard will come by and restrain you. This is followed by being
dragged to a court, tried and sent to jail.
There is a player skill for this as well, which has been used
somewhat effectively to stop rampant PKers, though more often as a
source of amusement in capturing NPCs.
Even after a couple years of tweaking there are occasional
situations resulting in the guard not letting go, or something
fleeing and your state is still restraining them etc. It is
definitly a handful to balance, but it adds a more realistic
dimension to this sort of design issue.
