I'd actually recommend you turn to Richard Bartle himself.

Spellbinder is a wonderfully fun magic duelling game I've found very
fun to play. A version called Warlocks is available for free.

Beyond that, you may wish to look into Ars Magica, which is supposed
to have the best magic system in paper RPGs ever. Looking at it, I'm
convinced of that.

My own work in that direction has come up relatively fruitless thus
far.
