The government is useless and doing nothing, Supers have ultimate
power and no true responsibility for their actions.  Aliens come and
go and meld with humans, including mjaor heroes, freely and with no
control.  And many missions, if you really stop and think abour them,
come down to violating citizen's civil and property rights wihtout
due-cause or warrant.

The prevailing driving issue I think in the game design wsa not
"what's sensical" or even "whats right" but whats fun. And lets face
it, Facism IS fun to the idiot masses if they get to be secret police.
