I use FUDforum. (http://fudforum.org) -  It is by far the fastest and to my
knowledge, most secure forum software out there. It is free and the person
who maintains it (Iliya something) is a core PHP developer, so it is very
good code behind it. It has all the functions you asked about. I am not
gonna do double work here and describe all the forum functions, but take a
look at the homepage and you can get back to me if you have any questions
that you want answered.
