I joined a community, back in November, that uses vBulletin. It looks rather
good. There's a place where you can post messages for everyone to see. I
don't know how they're trumping spam, but I see precious little of it. The
community does have a team of maybe 15 moderators, though.

I don't have any admin-side experience with it, but it'd be worth taking a
look to see what you can do.
