How you remove obsolete content from the public download pool is a
whole different question; in this system, I'm only interested in how
you keep pointless garbage out of the public download pool altogether.
For managing the size of the pool and the "sell-by date" of content, a
different system would need to be used.
You can, of course, observe that even when the size of the pool is
limited and obsolete entries removed - the system lends itself to
certain abuses! And those, of course, mean you need different systems
to manage the abuse potential. And it goes on like that, until you get
to the point where the flaws and failures of the system aren't big
enough to merit inclusion in the budget and the schedule because you
have better things to do.
You know. Just like any other project.
