[MUD-Dev2] To Level or Not to Level

They arent really eliminating leveling.

SKing has been possible, since very early in the games life.

In fact the old Sk system was a bit of a hole in the leveling system as you
did VASTLY better in experience when you Skd to someone of significantly
higher level.  It sounds like they are going to finally re-balance for this.
