I suppose it depends on how fully a working mud you want. If you want
to create one from more or less scratch with only the basics written
for you such as chat, rooms etc then have a look at Melville Mudlib.

On a similar vain to Melville is the phantasmal mudlib, lacking
features
in some areas but boasting better features in others.

Having tried both Melville and Phantasmal I have to say I like them
both. They both have a good overall design. The choice between
which to use in my case was based upon which provided the
most features I wanted already written.

If your after a more feature ridden mudlib that is almost plug and
play then AFAIK only the lp 2.4.5 is fully featured, but its a pain
to change :(  I've had a look at gurbalib, that has quite a few
features, but it wasn't to my liking. However it is worth checking
out, and I think is now available for download on the web,
whereas in the past you needed to email the author.
