[DGD] Swedish characters

There is nothing in DGD that prevents the usage of Swedish characters.

    > ed linköping.c
    "linköping.c" is unreadable
    :a
    void create() { }
    .
    :x
    "linköping.c" 1 lines, 18 characters
    > ls lin*
    linköping.c
    > compile lin*
    $0 = </usr/dworkin/linköping>

So perhaps this is a mudlib issue.
