[DGD] Phantasmal

Hi Felix,

I see that I have to use a different (older) version (build 110) than I
compiled (build 130). 

The version 1.2.130 exits during mudlib init even if I manually load and
start the config file before I can even read the error message.

Phantasmal includes a TESTED_VERSIONS file that tells you what version
of DGD to use.  And if you start up DGD on Windows without config file,
then manually select the config file and run it, the program won't exit
upon an error during mudlib initialization.
