By making guarding not dull? I do not know for certain why somebody would
want to be a guard, but I can guess it is the idea of adventures combined
with the fact  that you are one of the good guys  and still get to do all
the things that the bad guys get punished for. So maybe you should provi-
de a lot of things to do even if there are no marauding PKs around. Make
the guards try to get that (non player) thief, rescue cats from trees and
help old ladies cross the road.  Make sure the beggars do not clutter the
market street and that drunks get transported to the jail to sleep it off
and then keep an eye on that band of barbarians  that could just be wait-
ing for a chance to get into a good brawl. And so on. And between all the
busy day to day details there is the occasional invasion by player or go-
blin gangs to fight off.
