Another data point in the "What is a MUD?" definition: Wolfpack's Empire.

The direct comparison of course is Diplomacy (which has been
discussed here several times).  Its turn-based, has a persistent
world, has a sense of location (from a godlike viewpoint),
multi-player (of course), has IC and OOC communications, games can
last a very long time thus allowing the fact that its a defined and
finite game to be overlooked, and the world (during play) can
constantly change about each player without his direct involvement.
Further, like diplomacy, it caters to both GoP'ers and the
politikers.  There is also a wide set of more or less cute
clients...
