I can think of two games offhand that offered to transfer characters from
competing games for a fee.  The first was Legends of Future Past, for a
brief period at the start of its run.  I'm not sure if the second one is
still doing character transfers or not.

Basically, on Legends, the player provided a capture of their character's
stats, skills, and appearance, and the GMs translated the character into
Legends terms and recreated it.  It caused a lot of sour grapes and
resentment from those who didn't have characters to transfer, and the bad
feelings were still occasionally rising to the surface when I canceled my
account a couple of years later.
