We actually intentionally left open the possibility of corruption in
guild and city leaders, because corruption is fun and can make for
some good roleplaying. Pretty sure no one has absconded with 30k
worth of credits so far, but I know some leaders have spent $1000+
on themselves rather than using the credits for the guild. (Guild
and city leaders receive a small portion of the credits their guild
members or citizens purchase from us.)
