[MUD-Dev] ADMIN Changes to the list page

Writing as list owner:

  I've re-worked the list page fairly heavily.  The basic brunt hasn't
  changed much, but a few specifics have:

  As Meta readers know, I've also enabled topic filtering for the list.
  List members can now filter what mail they do and don't receive by
  "topics".  "Topics" are key words/tokens placed in the Subject: header
  or first few lines of a message.  A list of the supported topics can
  be found on the list page, as well as on your subscription options
  page.  (Yeah, I know the help is broken) 

  Please tag your messages appropriately.
