City of Heroes actually has a system like this in place. Each zone
in the game has a level range, and does not pre-spawn npcs. When a
player, or group of players, wanders through the zone, npcs are
spawned in level and number to match the party. They are always
spawned at a good distance from the players. This is evident in 2
ways. First, if you are sitting still you will never be
attacked. Second, you will notice that npcs have been spawned for a
different level if another player/party just ran through the
area. The effect of this is the elimination of camping. The
secondary effect is that player groups are always on the move. There
are some downsides to the latter, including decreased socialization,
and constant attention being required, as the /follow AI is quite
poor.
