One partial solution to this is in use in almost every online game:
The Level Cap.
Over time it becomes easier and easier for a new player to reach the
level cap (including totally new characters). This means that while
the old rule, it is not that difficult for someone new to get at
least one character up to the level cap.
The challenge then is making sure high level content for "capped"
characters is compelling enough that they do more than just level up
or twink friends, guild mates, alts, etc.
DAoC accomplishes this with RvR, for example.
