That's more or less it.  There are quests to do most, if not all, of
the time.  Gives you a good sense of short term achievement.

There's content available for all levels.  The Wailing Caverns you
described is suitable for around levels 18-22.  Before that, if
you're Horde, you were in Ragefire Chasm.  Next you'll probably be
going into Shadowfang Keep.  From basically level 20 to 60, you'll
have content available to consume.

I think what I like about both the quests and content in WoW is just
that -- they cater to all levels.  Too many other MMOs I've tried in
the past ditch you in a field of giant rats that manage to whomp
your butt, and say "Yeah well, the game gets better once you've
levelled up."
