As an aside, this is an artifact of the way Cable/DSL ISP's
configure their bandwith limiting systems (long queues for outgoing
packets) which causes the TCP algorithm to fail to work properly.
(TCP uses dropped packets as the method of determining network
congestion.)

In a properly configured network, you ought to be able to download
applications in the background and generally use the maximum
available bandwidth without it adversely affecting other tasks.
